Effective 1 September 2024, Singapore Customs will enforce enhanced cargo filing requirements under a revised Free Trade Zone (FTZ) framework, first introduced in March 2024.Designed to strengthen transparency and port security, the new rules mandate cargo stakeholders to pre-file detailed import/export/transshipment data according to stricter timeframes:
📌 Key Requirements
- Long-haul Imports: Submit cargo data ≥12 hours before vessel arrival at Singapore berth
- Short-haul Imports: Submit before vessel departure from origin port
- Export Cargo: Submit within 24 hours after departure from Singapore
These submissions must include:
- Full shipper, consignee, and notify party details
- Cargo descriptions and HS codes
- Container numbers, weight, quantity
- Precise bill of lading (B/L) information
⚠ Non-Compliance Penalties
Non-compliance may result in:
- Fines up to SGD 10,000
- Imprisonment up to 12 months
- Applies to shipping agents under Section 14N of the Customs Act
Singapore Customs will assess late, missing, or inaccurate filings on a case-by-case basis, so documentation accuracy and timing are critical.
This shift places greater pressure on shipping agents to ensure accuracy and timeliness, ultimately impacting cargo owners across long-haul and short-haul trades. Transshipment hubs and FTZ operators must also align their systems to accommodate the upgraded data flow expectations.
